That is agreed at the start. One option is for your company to decide what to build and for Balkan to handle technical coordination; the final arrangement depends on your product and team.

What if we only need to strengthen our own team?

That is also possible: people from Balkan join your team and follow your management. A dedicated team makes sense when you want part of the work run by a team with its own organisation.
